Modern engines doesn't matter much. The timing will be adjuated. Your power output might drop, but that's about it.

total bond SEC is 3.37% now.
in the 22% bracket, that is 2.62%

VWIUX is at 2.79% currently, so a better option for you if:
1- you need FI in taxable and
2- you care about 17bp.

i would use it to buy total US and increase your FI in tax protected space.

if for retirement, lump sum will win as you are 28.

however, because you are 28 and likely have never seen this much money, i would divide by 6 months, or 9 months, or 12 months (etc), and put it in that way.

Yes. Whenever yearly is fine. You need to make sure you don't trigger taxes etc.
Don't forget you rebalance every time you buy like a 401k so these events don't happen too often
