The inflation portion of I bond interest changes every 6 months. Every bond gets the new inflation rate. The market portion of the interest is assigned when you purchase the bond, and will never change for that bond. This rate changes every 6 months too. AFAIK, there is no way to know either compone...

Look at the fidelity Spartan index funds. You can piece together a three fund portfolio with them.

Emergency funds are for job loss and medical expenses, not retirement accounts. I still can't see anything wrong with 0% bonds when you have 30 years to go. Seems silly to worry about principal and income preservation in that scenario.

You have to own bonds. Otherwise you're 100% in stocks. Bonds are like brakes on a car. When stocks fall, money runs to the safety of bonds.
But why does that matter if you're investing for 30+ years?

You get money to spend without permanently losing shares. It's pretty easy to see the draw. A temporary drop in NAV means nothing if you don't intend to sell the shares. The shares pay rent to you. 529s can be complicated by divorce and crappy families but putting gifts into a parent's IRA is transparent and simple? Each kid gets a 529 and monetary gifts intended for college for that kid go into that account. The parents can decide between 529s and IRAs with their own money. The OP is talking ...
