AC could easily be your biggest electric cost. In your climate you can get an evaporative (swamp) cooler and drop you cooling cost to almost nothing. I have about the same summers where I live and I figure I pay about $150 per year for cooling.

What is the best protection? Backup data on portable hard drive that you only plug in periodically? That's a good way. My understanding is that you need to have separate accounts or the kids won't both be able to draw during the same year. Since you can switch the beneficiary once per year you don't have to worry much about having extra money left on one account while running out in the other.
