In addition to all the nice Bogleheads tools already mentioned, I also use an income stream tracker to help visualize at which year, what income comes in. I use a "paint stick" (not sure if its the actual name) and it works wonderfully. It is a little stronger than balsa wood planks - strong enough for the crud but soft enough so not to damage the porcelain. It does the job. Instead, I always carry a couple of McDonald's gift cards in my wallet and replenish when all gone. From time to time, one would tell me they don't like McDonald's food, I just shrug and move on.

For our usage, the 3Fs are first in mind.
1. Account fees : minimum balance required, monthly service fee, or any other account related fees.
2. ATM fees : out of network ATM, domestic or international.
3. Wire transfer fees.

It'd also be nice if they provide foreign currency concierge service.

I always knew that not all banks cash them. Banks do it as a service to the customers. I know CaptialOne used to. But when the clerk said it is a Treasury policy then that's different.

... Is there a reason you want to put off the conversion of the two IRAs until 2019? Our income will drop to a lower bracket in 2019 so am trying to "clean up" my IRAs during this window. I am thinking that the 2-year plan has a less change of triggering any flag with IRS. Thank you for your time.

Yes both are mine. Assuming you already have Form 8606 for the non-deductible contributions? Or you won't if it is a 2018 contribution. SS is still a way off so not included here.

I figure our fixed income (covers about 70% of our expenses) comes from these resources:
10% Pension
20% Savings Bond
40% Total Bond (401K) and Muni Bond (Taxable).
