I germinated lotus from seeds during CA winter, Jan - Feb, But I used a fish tank with a heater, You can do the same.

You need to buy from reputable source, else you might get seeds that are different than the descriptions.

Yes, this is one of the options. The strange thing is my current employer's 457b doesn't take rollover from pension plan but 401K. I think I will roll it to my ex employer's 401k account and just leave it there. Have you verified that you can do that? Some plans allow it, but it isn't common.
