I have a couple of IRA's with held by different brokerage houses. I have used the IRS life expectancy factor for my age at the end of this year and divided it into my IRA balance at the end of 2018 to calculate my RMD amount. With such minimal data requirements, why don’t you use a prepaid plan from someone like Red Pocket or Pageplus? It would save you tons of money and still give you a usable plan. By the way, if you have WiFi access you can easily use Uber. I’ve done it several times when traveling in Europe.

Send in your paperwork. They will send back paperwork and you show it at the other end. You will have to wait in Hanoi, with others, and get the official visa in your passport. Your names will be on the record from your submitted paperwork.

It is really no big deal.
