I'm guessing these fees need to be factored into calculating your "payback period" on deciding on hybrid vs gas models. Doing some quick math on my deciding between a 2020 Toyota Rav4 Hybrid vs the gas model, it has increased my expected payback period significantly based on my estimated mileage.
