You could just buy a set of snow tires only in the 225/45R/17 size and swap them with the tires you have now and keep the same rims. I work at a dealer and we swap customers tires all the time like that, we have a few customers that have two full sets tire/rim but it's not needed.

What about renting a beach property for those months? No buying, no management, no resident status, maybe try for a year or two to see if you even like it. I lived in SD for a few years just outside of PB, 500K won't get you on the beach.

Book time is about 5.5 hours to do front and rear then add alignment. In my area 100.00-150.00 per hour depending on the shop. Then parts, I'd suggest getting a few estimates to compare. Ask for complete strut assembly replacement(if available) labor will be slightly lower.

Both loans are a liability, I wouldn't finance that much on a car with that income. Find a cheaper car and pay cash. There are reliable cars for 5k.

A lot of brake noise comes from cheap pads, squealing, grinding, roughness,ect. Good pads can make a difference. Also if you have ever have your rotors resurfaced and the rotors where not cleaned well,the dust particles from resurfaced rotors will embed in pads which can also cause noise.
