I agree with the comments that a Labrador may be a poor choice for an older person. I would suggest looking for a breed or a mutt from the local humane society that doesn't require a great deal of exercise.

I'm biased, but I would pick Boise. I've lived in a variety of places (Dallas, Nashville, Salt Lake City, Umea (Sweden), Baltimore, and Toronto, and Boise is easily my favorite. Great outdoor activities, low cost of living, low crime.

I've had the same experience when ordering dog food from Amazon. I canceled my subscription and now order the food from another vendor. I have greatly reduced my shopping at Amazon for this reason.
