Would? We have for many years. We also live in Houston and our neighborhood didn't flood during Allison, Tax Day, Memorial Day or Harvey. However, "never flooded" doesn't mean "never will flood". Localized flooding can happen anywhere -- especially with enough rainfall, drainage issues, etc.
