If you make charitable donations, donate appreciated shares rather than cash. This escapes the CG tax. You can then invest the cash you otherwise would have donated. It is also better from a tax standpoint to have bonds in your tax deferred account and stock in taxable.

I use Vanguard Federal MM fund in my IRA to write checks for QCD donations. QCD rules require checks to be written directly on the IRA, either by me or by Vanguard.

Try going back to the IRS page Direct Pay instead, and use the lookup tool there (eg: https://directpay.irs.gov/directpay/paymentManager?execution=e1s1). Because you are also over 70.5 years old, if you are charity-minded, you also can take some or all of your withdrawals as Qualified Charitable Distributions. QCDs don’t increase your taxable income, but the charity gets to spend them, not you. I'm curious how that works. Just for planning purposes....

Another consideration is the effect of a large interest payment(s) on IRMAA charges. It may be better to cash in all of them in one year and take the IRMAA hit for only one year. If you spread them out, you may have a number of years with extra IRMAA charges.

If the losses in your bond funds are significant, I would tax loss harvest both of them. If you decide you want to hold one of them long term, you can buy back in after 30 days.

You can make any changes you wish within an IRA account and there will be no tax consequences. Vanguard does not charge fees to buy or sell or exchange Vanguard funds. Just make sure you keep the money inside the IRA when making changes.
