In September 2018 a house fire gutted my brother's home, currently being rebuilt. He did not have Replacement Costs on his Homeowner's policy. Does the Tax Cuts & Jobs Act of 2017 exclude him from filing a casualty loss (on an amended 2018 tax return)? Thank you in advance.

Schrute - I was given incorrect info. Called the MD 529 office today to clarify if MD residents were prevented from using other states 529s. The answer - "NO" . Glad you asked that before I got too deeply into this. That being said, FWIW, 3 programs that initially look pretty strong are NY, CA & WI....

rkh - out of state 529s available to MD residents: CA, MA, AZ, DE, NH, MI, WI, NY, ME, GA. Since 529s accumulate tax free (funded w/ after tax $'s) I don't know if WDs are then taxable by MD - good Q! Would certainly be a disincentive to use out of state programs.

Suggestion: find your car's forum to find out what typically happens as you exceed 200k miles. These forums are incredible resources for discovering "where the bodies are buried" when it comes to a particular iteration's flaws (electrical, engine, body, etc).
