For what it is worth Vanguard Managed Payout has lowered it's holding in global minimum volatility from 15% to about 7.5% since June.

Peter Bernstein did not specifically reference the 60/40 solution but in a 2006 interview with Consuelo Mack he talks about asset allocation. Search for Peter Bernstein & Charles Ellis on YouTube to watch the interview.

I had a similar problem and it was due to some hard plastic that had flaked off in my hot water heater. The flakes went through the pipes and lodged in the valves. I noticed some white flakes when I removed a screen on one of the faucets. Another way to check is to disconnect the hose to the washing...

You may have the ringer turned off on your iPad. I had this problem until I figured it out. The on off switch is by the volume toggle on the edge of the iPad.
