NFCU does not have "No Penalty" CDs as far as I can tell. Seems to be the fixed term CD offering. An event like this (increase in rate) makes "No Penalty CDs" attractive. You are correct. As far as the non-inflationary, I'm not sure what to tell you if you don't believe that there will only ever be 21M bitcoin. It is literally in the protocol.
