Therefore, all distributions on or after 2/1 have until 7/15, but no less than 60 days. Not to be too picky, but I don't see where there's any prohibition against roll-overs less than 60 days. ie - say you did a TIRA withdrawal last week, you could roll it over ("roll back" in my mind) today, next ...

It seems to me they could have just as easily said March 1 as April 1 in IRS notice 2020-23 Section III C :

“Affected Taxpayers also have until July 15, 2020, to perform all Specified Time Sensitive Actions, that are due to be performed on or after April 1, 2020, and before July 15, 2020.”

Search IRS site for 2020-23 and download PDF. Then read paragraph III C very carefully. First sentence says anything due between April 1 and July 15 is now due July 15.
So ,if your distribution on February 1 was only eligible for rollover by April 1, now it's not due until July 15.

I keep track of dividends on my own. And make tax calculations based on my own numbers. Vanguard's numbers agree with mine within a few cents, which is due to rounding on transactions involving multiple (>2) funds. So do I, now. I have learned not to trust the summaries any more. Basically, Vanguard is hanging onto your money and riding the float for a day or more every month.
