If you like to invest the full amount of your monthly contribution, with nothing left over, you want mutual funds. If you monthly contribution is $500, and the price of an ETF share is $395, then the extra $105 doesn't get invested that month. Not anymore, with Fidelity you can buy ETF in dollars

I will say, if you are not into the ocean beach, a great place to retire is Tennessee. No income taxes, great cost of living, middle of the country and yes, you do get a hint of winter (can get a lot if you travel or live in the mountains) but generally great weather. yes you can do it if the mortgage rate is reduced. Since you are paying $1500 closing costs you can think through if that is worth it.
Can you get the same rate with no closing costs that will be a no brainer as well.

I will refinance it either way for a reduced mortgage rate over 30 years...

International can be from 0% to 20% to 40% to 50%, just pick an number that makes you comfortable.

If I say my international is 21.224% that do not make a lot of sense to you.
