Yes, to take advantage of getting the cash back instead of handing the cash out. The amount back is about $500 / year. 8-)

I think the tool is fine for statistical purposes only. It does not consider whatsoever the age of the person, their risk tolerance, nor their current financial position relative to their financial goals. All of this needs to be considered in developing a personal investment plan.

One question... do you have an emergency fund of 3 - 6 months living expenses in cash or cash equivelents?

After that consider VWELX or one of the Target Retirment Funds with a equity / fixed income mix at approx. 65% / 35% as you indicated
