The rejection is done by an algorithm as opposed to a human. The computer looks at you spending pattern such as amount, distance from your billing address and type of purchase and rejects the charge accordingly. Calling prior to charing will typically let the charge go through.

Use the proceeds to buy other investments in real estate in a 1031 setting. Rent it over two tax years (one rental year where you claim rental income over two tax years), move in after, live there for two years, sell the house and claim the $500,000 exclusion for principal residence.
