Bitten by a dog; owner took dog and ran away.
Yesterday I was biking; a dog was unleashed and out of control, and bit me. The owner and some other people were trying to corral the dog. While I was making a phone call to a nurse, the dog's owner took the dog and drove away. The dog's owner is a young person who seems to be in trouble. The person rents a room in a house, and housemates (also renters) say that this is not the first time the dog has chased and bitten people. The person has a driving licensed revoked, and may have a warrant. The police were called, and animal control too. I just want to know if that dog had vaccinations, and if not, we would need to have the dog quarantined. If the dog cannot be found in a week, the doctor said that they would need to put me on treatment, w...

Hi Bogleheads, would you please a friend with her possible mistake? This person is new to the US, married, her husband (US citizen) works and has a steady income. They file jointly. She is legally allowed to work, but she herself worked very little, except doing little odd jobs here and there, for a total of about $300 and an used computer. (Yes, it was about that, no more). After reading some websites, she opened a traditional IRA and put her $300 there. Now, at tax time, her husband dutifully included that traditional IRA when filling out that form. Dear Bogleheads, A very dear friend of mine has this situation: my friend is a US citizen; he mostly lives in Colombia, but often comes to the US, for work and to check on a couple of rental properties he owns. My friend's father (not a US citizen or resident) is getting old, wants to liquidate some business assets and wants to give him about US$300,000 . As I understand, those assets are in Panama, in the account of a private holding company owned by a private foundation, whose beneficiary is the father of my friend. I have been nothing but good to my neighbor. For example - I mow the common part of the lawn since she doesn't have a lawnmower and is a single lady. I have been doing this for last 7 years. A few years ago, we did get into argument over splitting the cost of cleaning the fall leaves. I dont mind mowing lawn, but I cant do the fall leaves on my own. I requested her to split the cost - she said no - I eventually insisted on it and got my way. I suspect she has been rather cranky since that incident a few years ago. :oops: Did you consider to mow over the leaves? Yes: if the life of financial independence is a frugal one, it can be done, by living frugally already, saving a lot from your salary.I'm not quitting my job, but I would like to be financially independent in the next 10 years - is that reasonable? I figured it would take 2.5M in the bank and zero debt. Thanks again, everybody.

Our initial destination to watch the eclipse was in Stapleton Nebraska; however, clouds were likely, so we ended up in the vicinity of Agate Fossil Beds National Monument, still in Nebraska

This is very good advice: your city may have a bike coop. You will see many different kinds of bikes and learn how to fix very common problems, in addition to getting a good bike for the best price. OP me and my DW are in the same exact boat as you!! I found a program near where I live called Bike Exchange where people donate their bike, voulunteers fix it and sell it as used, cheap and with a 30 days return! I think if you have something like that it would be a fit to your budget and in the same time I presume it would be a decent bike (go for well known brands of course). An interesting observation from another thread : I think the basic shift in picture is for the investor/retiree to change the frame from wealth to income. The annuity directly addresses income. Trying to measure it as an investment forces the discussion into the wrong framework. So, along with this, wealth has to be assessed as a source of one's income rather than as wealth. To do that you have to delve into the esoteric world of withdrawal studies to understand how wealth can be materialized as income. In some ways this is the other side of the coin from people trying to capitalize income and turn it into wealth. The difference is the context in which we are having the discussion. Hi imaconfused, In addition to the 457, your husband may have another plan, like another 401a or a 403b. Whether to transfer from his current 401a to the 457 would depend on the quality of the plan. Also, note that not only your husband can decide how much to contribute to an IRA and how much to allocate between a Roth (after-tax) and a Traditional (pre-tax) -- you yourself can also open an Spousal IRA and allocate its funds between Roth and Traditional. Hello Akinyi, sorting by expense rate I get this list, with my choices in red. For the safe slice of your portfolio, in a percentage that feels right (from 15% to 60%, I don't know), use "TIAA Traditional Annuity - Group Retirement Annuity", at the very bottom of page. Your's a good one. For the risky but like-to-grow part of your portfolio, use a mix of Vanguard Institutional Index, Vanguard Extended Market Index, (these two define your US stock market), 6 parts in total? TIAA-CREF international Equity index, 4 parts in total? optionally, TIAA Real Estate, up to 2 parts. Don' t worry about exact proportions. It is very rare to be instantly overcome by exhaust fumes. Rather than raging at the neighbor, who you cannot control, take measures to protect yourself that you can control. Since this is a detached garage, as you approach the garage, listen for the sound of a car motor. If you hear a car running and no doors are open, open the doors and move away to a safe distance while it airs out. So you have to wait a while to get to your workshop. A minor delay is something you can control. Trying to get the neighbor to change by yelling at them or trying to get them evicted when that is the landlord's decision are wasteful, emotionally draining behaviors. Focus on what you can control: which is to move (as others have repeatedly suggested) or to ch...

Added: this was not the first time I'd noticed the car running. I had mentioned the problem to my wife, and I assumed that my wife would have talked with the neighbor and ask her not to do it again. Under such assumption, I was very angry at the neighbor. However, my wife had not mentioned this to the neighbor. Of course I would not have been so upset if this had been the first time -- my reaction would have been, and it fact was, to mention it to my wife.

Just to clarify, this was originally a single family house. There are no more units: just one apartment in the first floor, and a studio apartment in the basement.
The garage is not attached to the house -- there was no risk of fumes getting in the house.

May I ask you what to do? We (wife and I) have been long-time renters of the first floor of [Added: what used to be a single family] house. The basement is now rented to someone else, person X. [There are no other units in house. There are no children in either household]. Person X smokes stuff that I don't recognize -- my wife says that it is marijuana. (It sure smells different from the weed that exists in my home country.) In this state [Minnesota], recreational marijuana is not allowed, but medicinal marijuana is. I can't stand the smell and I don't want suspicious people connected to my home address, but I don' t want to send someone to jail for marijuana, so instead of calling the police, I complained to my landlord a couple of times....

In his recent letter to Berkshire-Hathaway shareholders ( http://berkshirehathaway.com/letters/2016ltr.pdf ), Warren Buffett wrote this in the 1st paragraph of page 24: If Group A (active investors) and Group B (do-nothing investors) comprise the total investing universe, and B is destined to achieve average results before costs, so, too, must A. Whichever group has the lower costs will win. (The academic in me requires me to mention that there is a very minor point – not worth detailing – that slightly modifies this formulation.) And if Group A has exorbitant costs, its shortfall will be substantial. Many colleges, if they have a Finance program, will have a class on Financial Institutions. The textbook used for that class may be useful.
Do you have a public library nearby? If you tell us what it is, we could look up in their catalog and see which ones look like good books.

Financial planning is very tricky when the person is a non-US citizen using US retirement plans.

[This 2017 thread has been bumped in 2021 - see below. --admin LadyGeek] I saw this ad for a used rack server unit. $150 for a machine with 64Gb of RAM! It does not mention a video card, but I have some spares. Linux could be installed there, very likely. Have you used a server like this as your computer desktop? Are there drawbacks to such setup? I wonder if the TSP could be a model for some components of the pension system for other countries.
