My recommendation would be to take a class at some nearby kayaking school. They often have many types of kayaks you can try out to see which one best fits you and you get some basic instruction. Another option would be to rent several different ones and try them on for size before investing in one.

As long as the wheels are balanced, it is perfectly safe to drive on bent rims. If they are bent enough that the bead doesn't seat (i.e. you can't keep the tire inflated) or the wheel can't be balanced, then they should be replaced.

Personally I would start with the California DMV. They might be able to handle it internally, accept it outright since it has been signed and save you the hassle of dealing with the Texas DMV which might not know the capabilities of the California DMV.
