She just cashed in the CD. We asked the bank to reissue, but they stated they followed their proceedure of sending the 1099-Int to the primary account holder. When we replied the primary was deceased they told us to consult our tax accountant.

Tax on $38 would be $2.41, not $2.97. Either way it's going back, Walmart 5 quart jugs are easier to fill with old oil than 1 quart bottles.
