One thing to consider is your state tax rate. If you're currently in a high tax state and you plan to take the early withdrawals in a low or no tax state, that can mitigate some of the penalty.

I suspect this is not money that will be placed in a tax-deferred account. Therefore, TIPS are really not an option, as some posters have suggested. Why not? Be sure to plan for taxes. Generally RSUs are taxed like bonuses which mean they are only subject to 25% federal withholding on the first $1M of income.
