Yes, the contractor's stance is that this is completely normal and due to the high water table. When I suggested that the french drain is not working properly - he just dismisses it.

I do have gutters as well and they extend out to the yard.

Yes, the builder offered to build me a second sump pump at cost so I am thinking of that as well.

Still waiting for more data on the sump pump frequency it is currently running every 2:40 minutes.

2sls, everything you've mentioned indicates your house is under insulated for your climate. The frost on the Windows is a problem with poorly insulated frames/spacers. Freddy, having seen the pictures,, is the air leakage most likely from the open spacing where the thermal imaging is showing blue?
