OP, if you want to minimize fees, commingle with your retirement and other accounts... Roth would be the simplest, then tax deferred and taxable to maintain parity. I'm already maxing out my Roth accounts and 401K. My only other basket would be a savings investment account and I'd rather take advan...

Leave your wife’s pension alone and consider it to be part of fixed income. Sounds like it’s part of a government pension plan, how well funded is the plan? Why not go straight to the source? https://investor.vanguard.com/529-plan/ If your state has a home-state tax benefit, that would limit choices.
