I transferred the balance from HSA bank to Fidelity HSA, initiated from my fidelity account. I left a few cents at HSA bank. There was no fee, and it was quick (about a week). I’ll do that again later.

One of the reasons I chose GEHA over Carefirst was the cost after meeting deductible. 5% (GEHA) vs copay (Carefirst). I expect that paying 5% is better than paying copay. Also there were some changes in 2020 to make GEHA HDHP better than Carefirst HDHP (confirmed by Checkbook analysis).

In Maryland, you can contribute $27500 at once and get tax deduction for $2500 each year for 11 years.
Even at the optimum return, it wouldn't be enough to cover the whole cost but will be quite useful (no capital gains tax).

Then it seems that everything is normal with GEHA HSA.
So it looks like that employer contribution to my HSA for 2020 will be $1950 ($150 from Carefirst and $1800 from GEHA).

I just don't want to exceed the overall contribution limit.
I will just wait until some time next year (maybe February) to sort out the total employer contribution for 2020.
