I got that penalty for freeriding once. It was my fault. As I recall, one of those annoying screens came up to tell you you’re doing something wrong, but I ignored it. I don’t understand the problem. I don’t deposit any money into my Vanguard account prior to buying. I purchase with my external bank as the funding source and Vanguard then floats me the money while they make the ACH transfer.
