Are you sure you're not a resident alien after spending five years on your F1 visa? You may pass the IRS' substantial presence test.

I’m recently retired and rebalanced my portfolio in Sept 2018. My target is 60% equities /40% fixed. Over time the equities had increase to 67%, so I rebalanced in Sept.
