Age 72. Target allocation to stocks is 45% give or take 5%. Stocks currently at 37% with the downturn. I started slowly, on a monthly basis, rebalancing the other day to get back in range.

I was told recently by a Fidelity rep that I could transfer assets from Vanguard to Fidelity in such a way that I would not be out of the market during the transfer. I do not have details about this but you might contact Fidelity to see if this is indeed correct.

I use Vanguard Total Bond Market Index Fund, the GNMA Fund, Inflation Protected Securities Fund and the Total International Bond Index Fund.

Regarding the rollover IRA, I suggest you speak with a Vanguard representative about a tax free exchange to Vanguard, and I see no compelling reason to wait for different market conditions, since this sounds like a sideways move. I'm in the US, age 71, and my Asset Allocation is stocks/fixed income: 55%/45%.
40% of stocks are international.
10% of fixed income is international.
All Vanguard. Heavy use of index funds.
