In many states, the titles are online for the dealers. So, if you sell to Carmax, they'll simply pull it up online. The physical title may not be needed. It's used for private sales, so an old owner can sign it, hand it to the new owner, and not go to the DMV. Thanks I will ask about this as well

Is $40 annually in record keeping fees considered high? My current 401k has great Vanguard Institutional Plus Fund offerings and an annual $39 record keeping fee. I've always assumed I would not rollover if I ever left.
