I don't see why it's such a crazy idea to buy a mutual fund on the reinvestment date. For TRBCX it looks like it will pay out about $2/share in capital gains, which is about 1% of the NAV. If the OP buys on Dec. 14 wouldn't he/she get a 1% discount regardless of what the market does? I'd note that ...

PRNHX has 169 positions and TRBCX has 120, but it still may be an issue of taking too large of a position in PRNHX mid-cap stocks instead of TRBCX. I think the Canadian ticker is WCN.TO, at least according to Yahoo! Do mutual funds that have stocks of ex-US companies report their NAV change on days the US stock market is closed? they probably know the change in NAV but likely do not report it since US markets are closed e.g Thanksgiving day?

This is for a taxable account hence looking for an ETF option. Vanguard's index mutual funds are as tax-efficient as ETFs. If a LifeStrategy ETF were available, it would not be more tax-efficient than the mutual fund. sorry..I should have mentioned in original post that I do not have a vanguard acc...
