Even today the SP500 is trading right now at 3241 which is higher than the Jan 31st close of 3225. The low of the day was around 3217 which is around the Dec 19th close.

Do you guys pile up the cash and wait until a day like today to buy? Or, just buy as soon as your paycheck arrives in your account?

I think your conclusion is correct, but you should have maybe 50%-60% max in equity. One way to figure this is based on what your withdrawal rate will be when you need to begin withdrawing. 4% is considered safe. If you require less than 4%, then you have more ability to take risk.
