Yes there is. You want to check out the Medicaid Waiver Program for your particular state. The impetus for this program is that it's cheaper to keep a frail elder in their home than at a nursing home.

I tell the scammer to hold on, let me get my wife to talk to you, she makes all the financial decisions. Then I use a Judge Judy sound board to converse with them. The callers have foreign accents, so I don't think that they know who she is.
