As other posters have mentioned you have plenty of great options in the surrounding counties (howard county- columbia/ellicot city, Baltimore County, Harford county). Schools are great (in most parts) as well. Definitely not as hcol as closer to DC either

I have a md 529 plan for one child and went with vanguard for the other. I would look closely at the fees for the fund choices (I think it's through t Rowe price) as they can be quite high, particularly for their target date equivalent.
