perhaps they are looking through the rest of the pool of applicants before getting you a real offer.
they tell you verbally that you'll be hired, you stop looking, and they hold your name as Plan B in case they don't find anyone better.

We have 50/50 thru FIOS, use it extensively to stream netflix, SlingTV and AmazonPrime. Plus a bunch of connected devices (laptops, iPods and iPhones. Never had an issue with speed. Wouldn't go below 25/25 though.

have you considered craigslist?
when selling on ebay, you have to have good pictures, detailed description and free or inexpensive shipping.
