The AMD CPU performance on that computer looks terrible. Barely beat an 8 year old intel processor. Even basic Web App become more CPU intensive. For around $100 more, there are all in one HP with last year intel CORE i5 that would give you enough performance for light usage for several years.

No, it is not safe to place a market order, especially for the next trading day.
Always place a limit order. You can put a pretty high limit, which would not be very different than a market order except that it limits the risk of anybody taken advantage of your order.

A simple way to compare would be to use the ETF EQL which equal weight each sector ETF. It seems to have slightly under perform the SP500 in its 5 years of existence. The expense of the ETF (0.54%) is higher than many SP500.
