SERVER OFFLINE at 11 AM Eastern [16:00 UTC] for maintenance update

The server was unexpectedly offline early today.

mingstar is going to restart the server and install some maintenance updates. The intent is to (1) keep the server software current and (2) help to understand the unplanned downtime.
