While it's for a 401(k) plan, perhaps the suggested techniques might apply. Also, search this forum changing 401(k) plans. They're certainly not 403(B) plans, but they're much more popular - you might find something to use.

The entire premise of doing a Backdoor Roth IRA is assuming that you will have a higher amount of income in retirement - and therefore pay more taxes.
