It allows you to download the software after 60 days. You'd need this service if you haven't backed up the software somewhere. I found my offer email. The extended download service can be unselected in both FireFox and Chrome.

The URL contains a "otppartnerid=" parameter which tracks the referring business partner. Perhaps it's due to an agreement with that company?
