I haven't looked into it yet, but it's viewing OK on a 2nd browser. This tells me they're not checking IP address. The browser cache would be a good possibility - most likely a cookie setting.

For completeness -

It's a very different situation if you are the unlicensed driver (or loan your car to an unlicensed driver) and have an accident. The insurance coverage is zero. See: driving without a license: a legal and financial overview
