why cant you cash flow this?
i would invest it in taxable. harvest losses once the time comes if possible. otherwise save up another 11K to dump in through the year.
why dont you pull from your EF to fund them Jan 1, then build it back up.

A handful of past portfolios this week all have some allocation of fixed income in their Roth IRA. They all had plenty of space in 401k/403b/457 to hold their desired fixed income. get the FI out of the riRA space and taxable.
use munis in taxable.
put the rest of the FI in 401k.

intl bonds im still meh about, wouldnt pick them if i didnt have to.
i also personally wouldnt pay the higher cost of DFA, but it is unique you dont need the adviser to get them.

redirect all dividends to the funds you want.
you are already using new money to balance what you can.
sell for a loss once the next correction happens but otherwise unless you are 10:90 looking to go 90:10, i would not pay taxes to rebalance.
