The 5/24 rule does not apply to the IHG card. Other ones that it doesn't apply to are Hyatt, Disney, AARP, Amazon, British Airways, and a couple others. It sounds like you may not need one. But for people who don't have one, you may need a birth certificate to obtain a passport, and in my state you likely would need a birth certificate to obtain/renew drivers license (additional requirements making it tougher went into effect in 2008). OPSRP and Tier 3 are the same thing. I would ask and see if you are eligible to contribute to the 457.
