As far as I know, she can transmit the money to them any (legal) way she sees fit. However, in addition to keeping a record of it, gifts above the annual exclusion must be reported on Form 709.

for me, the Charge HR2 has been very accurate. Matches up precisely with any monitors attached to exercise equipment, and within 2-3 beats the last time I was at the doctor's office. YMMV

My guess is that the bank is not "cooperating" because they did not voluntarily surrender the tape to the police without a court order. That does not mean they would not actually cooperate if the police did get a court order for the footage -- in fact, they'd be obligated to comply.

In the past, passengers who frequently flew the same route on the same airline (e.g. you regularly fly from NYC to Chicago on United) and/or who were elderly/traveling with children might get a pre-check clearance without having signed up for the program.
