It's Ok to tilt a bit to SCV but don't over do it. I will still hold majority in three core folio (VTI/VXUS/BND). SCV to add some seasoning and spicy. Oh, don't forget EEM.

Why not do a static AA and leave it forever? I would suggest 33/33/34 AA and do an annual rebalance. No need to make things too complicated.

vanguard balanced is probably you only need. The AA is 30/30/40 US/Intl/Bond. It is a little bit conservative. Long term projected return is 5% which will beat inflation of 2%.

I can use HSA money as emergency fund. Use saved receipt to get a check from HSA. Or use it during early retirement before medicare. In general, Plan to accumulate more when young an depelete it before too old.

Open a line of credit on your house equity. If market crashes, use line of credit to rebalance. Better rate than Bond.

If your company allow high % in 401k, you can increase your % to your aft-tax. You can rollover to Roth outside or inside 401k. If there is still extra money, you can do aft-tax. I would do 3 index fund or go with BRKB. they are all tax-efficient.

if you believe investment is a zero sum game like casino, then stop playing if you won. If you believe investment is to invest into a business with growing potential, you should re-invest. The answer is clear.

Just do it once. 4.0 mil is a lot. So 50/50 you will still have a lot in fix income. For long period, equity will beat fix income.

I would rather leave an education trust fund to my heirs than leave a Farrari or speed boat windfall. Education is the best investment, in some sense it will beat 3 fund investment folio in terms of rate of $$$ return. The only things that limit 529 is its can be used for educational purpose only.

Looks ok though tilt toward cap. Historical return tells us that small beat big and value beat growth. I would stick with this and look it 30 years from now.
