I can see both sides. Guaranteed 4% is fantastic for savings. On the other hand, I view a 401K as a mechanism to build enough $ to be able to fund expenses during retirement - you can't do that with just a 4% return. So I'd opt for lowering the fees and ditching the 4% option.
