I too doubt it is dollar denominated though the person may have found something in a different asset class with that yield I have rupee denominated accounts (aka NRE) that pay 6+% as well as dollar denominated accounts (aka FCNR) that pay 2+%. I just went to the Ally Bank web site and checked on their 12 month CD which does in fact pay 1.35%. However in their own words: Early withdrawal penalty will apply You're looking at the regular CD. Have you looked at treasuries? Six month to 364 day t-bills 1%+. They have very short durations, razor thin bid/ask spreads (reflects lots of liquidity) and are commission free when bought at auction at Schwab and Fidelity.
