In rust country, I have found Toyota and Mazda to still have weaknesses in rusting out quicker than other cars. Honda is roughly comparative to most American cars which do have advantages in that area. There is some softness in the user car market if you are flexible on what you are looking for.

Another Mazda Protege 2001 with 195,000 miles. Love the stick shift, and it made a 1,000 mile trip to NYC this year. Had the most fun driving it around the Bronx. Phasing it out for a 2013 Ford Focus 5-speed that was a great salvage title car, thus far.

The one thing that you could get in many states without an asset test anymore is expanded Medicaid. Virginia has not expanded Medicaid, so that does not appear likely at the present time in your case.

In the reviews of Costco´s Canadian Cash Card on costco.ca, it states that they are not charged any foreign transaction fees when they use it in the USA stores, so you may be onto something.

Costco Canada does not take regular U.S. Debit Cards. It does take ones with the MasterCard logo by processing them as a MasterCard. Most ATMs are now charging a fee for US cards. CIBC charged me $3 CDN, and USAA did give the surcharge back.
