I believe Target is only issuing store cards to new applicants.

The UN Credit Union Card is the only pin priority, offline pin card that is being issued in the U.S. right now. The application process is slow and a little cumbersome, but doable.

Also, this is very state-specific, and it is useful to give your state when asking auto insurance questions. For example, Erie insurance is well-regarded, usually inexpensive for perfect drivers, and little advertised. However, it is only available in a limited number of states.

In rust country, I have found Toyota and Mazda to still have weaknesses in rusting out quicker than other cars. Honda is roughly comparative to most American cars which do have advantages in that area. There is some softness in the user car market if you are flexible on what you are looking for.

Another Mazda Protege 2001 with 195,000 miles. Love the stick shift, and it made a 1,000 mile trip to NYC this year. Had the most fun driving it around the Bronx. Phasing it out for a 2013 Ford Focus 5-speed that was a great salvage title car, thus far.

The one thing that you could get in many states without an asset test anymore is expanded Medicaid. Virginia has not expanded Medicaid, so that does not appear likely at the present time in your case.
