We considered this, but we believe we can gain more on the 90k invested than paying a 3% mortgage. Plus, my mom can manage the monthly mortgage payment.

Hello, Is your mom married or single? If she's single, her income would put her in the 25% tax bracket. This tax bracket isn't ideal to hold tax-inefficient funds, but it could be worse. Ideally I would suggest she try to maintain her desired asset allocation by keeping more bonds in her retirement...

I should have mentioned that I am asking on behalf of my mom. She has a lot of money tied up in the stock market, so we are hesitant to put more in stocks. Are there options outside of the stock market that could give us income?

What is the interest rate on the mortgage? If not super low why not pay it off with all that cash lying around?
