This year I have contributed some money to a 403(b) offered by a university employer. I switched to a government job earlier this month, which offers a 457 (http://www.mass-smart.com). Given those three choices, I think it's a no-brainer to pick Spartan® International Index because of the low ER and because it's likely closest to VG TISM. No. The wiki's Rule of Thumb is only good if you're a thumb. Since your 403b has excellent fund choices, and since you are in a 30% tax bracket, it may make sense for you to max your tax-deferred 403b before investing in a post-tax Roth IRA.
