Basically you are talking about market timing. You are betting on higher returns for international than for US equities. You might be right or you might be wrong. Time will tell.

My investment policy statement does not instruct me to make changes based on PE ratios. So I don't pay attention.

Regarding mobile phones: You can avoid the need for a credit check by just using "prepaid" plans. You purchase your phone and own it outright. Then purchase the service separately,. I find the total cost of prepaid to be lower than the contract plans.

My investment policy statement calls for my stock allocation to be 100% minus my age. It doesn't have any reference to current market conditions. With that pre-determined, I am free from this kind of worry.

I have also purchased cars from dealers using a personal check. In addition to what everyone else has said, don't forget that it's the dealer who submits the paperwork for your title. If your check is no good, don't expect to receive the title.

Thanks for that advice... I should have mentioned, I am in Michigan and have gas forced air heating. Heat pumps are generally not cost effective in this area unless they are ground-source (geothermal). Not quite ready for that at this time. And yes, I do plan on including the bypass duct.
