I signed a similar addendum on a house I was renting in Indiana. It did not extend to my neighbors though. I am almost positive I have signed others in Texas or North Carolina as I have lived in them all over the last five years.

As an FYI, and only in my own personal experience, sometimes Vanguard will release the forms a couple days early. It usually takes Turbo Tax a a day or two after the early release to recognize and allow the download. Typically Vanguard and Fidelity forms are the only thing delaying from filing taxes...
