Looks like the Board will have a public meeting held at the Empire State Plaza on April 25. You are actually more than 2/3'rds there. If you used Developed Markets alone, your portfolio would probably be just fine. I have a pcra option with Schwab that I want to use to get vanguard total international stock market (or its equivalent as an etf). I'd use the Schwab total international stock index but learned that it doesn't have emerging markets, Canada, etc. To buy as a mutual fund is $76. To buy as a etf is 8....

I should have mentioned that there is also an option to use some funds in the NYS DCP with a Schwab Personal Choice Retirement Account (PCRA).
